Matt Stevenson - Chairman
Born and raised locally to Horstead, I proudly identify as a Norfolk boy. As a father of two I’m a firm believer in providing a safe and beautiful environment for future generations. With a background in engineering and a history of successful entrepreneurship, I have been instrumental in establishing and growing local businesses, generating numerous employment opportunities. Furthermore, I currently hold the position of chair at our industry association.
Alan Browne - Vice Chairman
I first moved to Horstead in 1987 the year of the great storm I’m very proud of our village and always lived in Horstead and Coltishall and surrounding villages. In 1996 I moved my business HMC Towbars to the Norwich road on the corner of Green lane and 27 years later still operating from there. My passions for Horstead is fair play for all residents of Horstead.
Louise Austrin
I’m Louise and I’ve lived on Buxton Road in Horstead with my partner and our 2 young children since January 2022.
I grew up in Coltishall then Horstead; I attended the local preschool and was one of the first years to attend the now Coltishall Primary School. It’s great to be back in Horstead, and I love that my children are being raised in this beautiful village too. They are the reason I joined the parish council; I hope to make a positive contribution to our community keeping all ages in mind.
I have worked within dentistry for over 13 years starting my career as a trainee dental nurse. I now manage a local private dental practice.
In my spare time I love being out and about with family and friends. We love being outside and have recently made a start on our garden. We are even having a go at growing our own fruit and veggies this year!!
Martin Boakes
I moved to Horstead in 2020 and joined the Parish Council in 2023. This is the first time that I’ve ever been involved with the council and am looking forward to finding out what it involves.
I recently retired and now have time to spend on doing the things that I like which are mainly gardening, running and bird watching!

Rachel McMaster
We have lived in Horstead since 2003, enjoying the community environment and the lovely area we
have the privilege to call home. I run my own inventory business and have two grown children. I
recently joined Horstead and Stanninghall Parish Council because I wanted to dedicate some time
and effort into supporting our village life.
Ian Tebble
I have a strong connection to Horstead, I grew up here and my parents lived here their entire lives. I am very happy to have recently returned to live in the village again; it’s a great place to live and I’m pleased to be on the parish council to support the community.
I am a scientist working in the renewables sector both locally and internationally for the last 35 years.
Philippa Weightman
I came to Norfolk after 9 years working for the Service Children’s Education Authority in what was then Western Germany. Moving to Horstead over thirty years ago was like coming home as at the time there were so many service personnel here, some of whom I already knew. I was born and brought up in what was then Surrey, now part of Greater London and trained as a Certificated Middle School teacher, specialising in English and History. My other qualifications are a BA in Humanities, an MA in Applied Research and a Postgraduate Diplomas in Management Studies as well as a Diploma in Local History. Whilst teaching I was an active member of the National Association of Schoolmasters and Union of Women Teachers (NASUWT), serving for some six years on their National Executive representing Norfolk and Cambridgeshire and with an interest in equality issues. Since taking early retirement I became clerk to Horstead with Stanninghall Parish Council and to the Governors of Coltishall Primary School. Since relinquishing both posts I have remained with the Council as an elected member. I write for ‘The Marlpit’ magazine, clerk Horstead Parochial Church Council and until recently was a Trustee for the Riding for the Disabled Association. When not doing that, my leisure interests include walking my two dogs, painting, researching local history and trying to keep control of my garden!
